How Foreign Powers Are Buying American Citizenship One Baby at a Time
Something dark is happening in America, and most people still look the other way. Foreign nationals, especially from China, are using American women as paid surrogates to manufacture U.S. citizens. These babies get birth certificates, Social Security numbers, and passports the day they are born on U.S. soil. Many are then taken back to their parents’ home countries, raised under foreign systems, and left with the full rights of American citizenship for life. In the worst cases, critics warn this creates a long-term pipeline of people who hold American papers but owe loyalty elsewhere. Call it what it is: a loophole big enough to drive a national-security threat through.
Look at the Florida case that finally cracked the silence. In November 2024, Kyla Simpson of St. Augustine gave birth to triplets for a single man in China. She signed a surrogacy contract through a California agency, went through IVF, and carried the pregnancy. The babies came early and spent two months in the NICU. The intended father never showed up. He claimed he was working on travel papers. Simpson even offered to fly the infants to China. Twenty months later, he still had not claimed them. One of the triplets died from RSV complications while waiting. The surviving twins stayed with Simpson until a Florida judge ordered them handed over to the Chinese father’s lawyers. Florida Attorney General James Uthmeier stepped in, calling the whole arrangement modern-day slavery and pushing for custody of the children. Uthmeier has said foreigners, including Chinese nationals, are buying thousands of babies through American surrogacy companies.
This is not an isolated tragedy. Chinese billionaires and elites have turned U.S. surrogacy into a quiet industry for producing large numbers of American-citizen children. One Chinese video-game executive has been linked to more than 100 such births. Another case in California involved a Chinese-American couple whose home was found with more than 20 surrogate-born children under nanny care after an infant was hospitalized with head injuries. Commercial surrogacy is illegal in China. So the wealthy simply outsource it to America, where the baby automatically becomes a U.S. citizen under current birthright rules. The children can later return, vote, hold government jobs, or access sensitive positions while having been raised under Chinese Communist Party influence.
Senators Tom Cotton and Rick Scott have called this a national-security risk. They noted more than 100 Chinese-owned surrogacy agencies operating in Southern California alone, many catering almost exclusively to wealthy Chinese clients. In their letter to the Justice Department they warned that these children are born on U.S. soil, granted automatic citizenship, and in most cases promptly flown to China to be raised under CCP influence. They asked whether this is a deliberate, long-term strategy by an adversary. Florida has already acted. A new state law bans gestational surrogacy contracts involving citizens or residents of “foreign countries of concern,” including China, Russia, Iran, and others. Federal bills like the SAFE KIDS Act aim to do the same nationwide.
The moral problem is just as clear. Surrogacy contracts often treat the child as a product. Some contracts pressure women to abort if the intended parents change their minds or if the baby is imperfect. Children can be abandoned when the foreign parent loses interest or faces paperwork delays. One child in the Florida triplets died waiting for a father who never came. American women are paid to rent their bodies. The resulting citizens may grow up with no real connection to the United States yet hold every right of citizenship. That is not immigration. That is citizenship for sale. And when the buyers are from adversarial nations, it is a strategic vulnerability.
America has always welcomed people who come to join us, work, and build. What we cannot accept is a system that lets foreign elites manufacture citizens on demand, raise them under hostile governments, and keep the option of returning as fully empowered Americans. Birthright citizenship was never meant to be a commodity. Surrogacy was never meant to be a foreign-policy tool. The Florida case, the California mega-families, and the rising number of Chinese-commissioned births show the system is broken. Close the loophole. Protect the women. Protect the children. Protect the meaning of American citizenship. Anything less leaves the door open for exploitation that could haunt this country for generations.
